Your 89 Toyota cressida is telling you that it doesn't think you have your seat belt fastened. So either you don't or, the switch in the seat belt buckle is not making contact.
i have a 89 cressida and i recently had it going 165km/h on the highway,wouldnt suggest it though as the cars are not reliable at that speed,but hell its fun

yes. you can swap them. they are the same engines. even the wiring harness is the same
