A principle feature of Zen is its training in the instantaneous appreciation of and appropriate reaction to events without formal logical analysis.
As a consequence it would be impossible to formulate "Zen Rules" without negating the purpose of the training.
"What are the Zen rules?" would make a good koan.
You cannot design a true Zen garden any more than you can set out rules to be spontaneous. Like many aspects of Zen it comes from an instantaneous appreciation of the whole. The Zen approach would be to contemplate the location where you suspect a garden might be situated, until you can see it in your mind, then place the plants, rocks and sand where the plants, rocks, and sand exist in your vision of the garden. Alternately you can build a Western interpretation of a Zen garden (see link) which will have the appearance of the garden without the spirit of it.

Aside from a general feeling that it is better to be "good", not very much. Zen Buddhism has no god, salvation, rules (like commandments), heaven, Jesus equivalent - all the trappings of Christianity. Zen Buddhism does have a feeling that enlightenment comes by internal training from a persons own resources, a belief in the instantaneous appreciation of the proper things to do in any situation driven by the situation not b any deities rules, and a belief in reincarnation. Zen Buddhism became popularr with the Samurai class of Japan as it allowed them to fight, kill and die without a moment of remorse Something Christianity never supported, officially.
There is no "Zen Buddha" there is "Zen Buddhism". Zen Buddhism is a school of Buddhist thought centered on meditation and the instantaneous awareness of the whole in any situation.
