Project management can give a structure to how a project is completed. The larger the project, the more likely that a formal project management process or set of processes would be helpful. There are multiple project management methodologies, with the two basic categories being "waterfall" (everything is planned ahead of time, then all the supplies are acquired, then the development begins, then the testing phase, etc.), or "agile", where the project is created in an iterative cycle. For example a small software program is written in a couple weeks, then it is examined to see if it does what the customer wants, then it is expanded, then checked again, and so forth, in a pattern of continuous improvement.
Influencing means getting individuals or groups to do what you want them to do without necessarily having formal authority to mandate an outcome from them. This is increasingly becoming an essential management skill in today's world. People no longer appreciate authoritative bosses and they tend to rebel or under perform if we try to exercise control on them. But, if we can influence them, then they will not only do what you want but also be happy about it. To exercise influence, you must understand the formal and informal structure of your organization. Again, you might need to use influencing when you are dealing with any aspect of the project-for example, controlling changes to the project, negotiating schedule or resource assignments, resolving conflicts, and so on.

Well, you might be surprised to know that a project manager has no formal authority whatsoever. In fact, in most organizations, the authority (or power, whatever you want to call it) still lies in the hands of the line/functional manager who often abuses it. The project manager, unless working in a projectized organization does not own the resources and does not have any authority (power) over the resources. A lot of conflicts between the line manager and the project manager arise because of this situation (imagine trying to get people to do some work over whom you have no authority whatsoever).
