No. There is no requirement in the law that officers must have their hats on when they pull you over. Many departments have internal "wearing of the uniform" guidelines that specify when they would like you to wear a hat to present a neat and professional appearance, but it is not a legal requirement.
It depends on state law. In the state where I live, it is legal to have a police badge as long as it is for collecting purposes only. Using a police badge for any other purpose such as impersonating an officer is illegal in federal and state law.

I doubt that it is a requirement of law that they must (although that may depend on your state law) - however - it may be a requirement of your employer - it may be a requirement of the bank or actuarial company that administers the pension plan - it may (possibly) be a requirement of your states law. To sum it up in a few short words. Can not wear a badge in combination with a uniform that resembles style color local law enforcement. Can not wear a badge and affiliate with any federal or state law enforcement. Can not wear a badge and carry a firearm without proper license/permit. Other than that, it is legal to own, sell and wear if not identifying a private security affiliation.
