All countries have atheists living in them, but a country itself cannot be atheist, as it cannot have (or lack) belief in anything.
Some countries have more numerous atheists than others. Some of this is due to people not admitting to being atheist because their culture may see them suffer as a result (for example, Iran, Afghanistan, the USA). But nobody knows for sure how large that effect is for sure: just that the reported number of atheists will, in most countries, be lower than the real number - sometimes much lower.
Some countries do not have an official state religion (i.e. they are Secular states) and have a high number of atheists, such as: Sweden, North Korea, and France.
Some countries have no official state religion but have a much lower number of atheists, such as: Ireland, Israel and the USA.
According to this website:

China has the largest number of atheists (100-200 million), but one of the lowest percentages - that's only 8-14% of the population.
Whereas in Sweden, between 46-86% of the population have no religion, and in Vietnam it's 81%. So those would be the most atheist countries in the world.
