Togekiss is not capable of learning any additional moves via level up in Pokémon Platinum however the Pastoria City Move Relearner caan re-teach moves such as the Normal-type attack, Extremespeed to Togekiss, the Fighting-type attack of Aura Sphere to Togekiss and two Flying-type attacks of Air Slash and Sky Attack.
Why doesnt your togekiss learn any move?
Togekiss is like the evolution of Clefairy, to Clefable. As soon as you evolve these pokemon, they will not learn any new moves, which is why it is a good idea to evolve them after they have learnt all available moves. You can do this with an everstone, or just not use evolution stones on them. Im not too sure if they can still learn TMs so you could always try that. Hope i helped :)

For Aaron, fire, flying, and rock moves are effective (Infernape, Togekiss, maybe Toxicroak) For Bertha, Water, Grass, and Ice moves are effective (Floatzel, Probopass) For Flint, water, ground, and rock moves are effective (Floatzel, Probopass) For Lucian, Bug, Ghost, and dark moves are effective (Giratina) For Cynthia: Spiritomb= Infernape, Floatzel Lucario= Infernape, Probopass, Togekiss Garchomp= Floatzel, anyone with dragon moves Milotic= Grass or thunder moves Roserade= Infernape, Togekiss, maybe Toxicroak Togekiss= Probopass, rock or thunder moves. I'm pretty sure that to learn those moves you have to go to the heart scale tutor that lets you 're-learn' moves. There are a few other moves that can only be learned in this manner
