I'm not sure of Texas law, but I'm sure that it's similar to Illinois. In Illinois, it specifically states that they must be lighted, so reflectors won't work.
If the bicycle is road legal(has brakes, lights, reflectors) - sure.

reflectors, on the lines on the edge of the road, always mean you are facing traffic the wrong way and could have a head-on collision.
