It all depends on where the electricity to power the water heater comes from. If it is from a coal or natural gas power plant, then it indirectly causes carbon emissions. If it comes from a wind, hydroelectric or atomic plant, then it does not cause carbon emissions. But, the wind plants kill birds, the hydroelectric plants totally wreck the environment where the dam is built and will silt up over time and then there is the problem of what to do with the spent fuel rods from the atomic power plant. So, my advice is to just use a solar water heater on the roof of your house and avoid all problems.
