Technically speaking there are no requirements that govern the entirety of the executive branch. Every position has different roles and aside from the role of president which has some specific requirements the rest of the jobs vary. Members of cabinet and their staff in the executive branch are appointed and can be chosen without any qualification whatsoever.

The executive branch of government is led by members of the legislative branch?
No, not at all! There are 3 branches of US government: The Judicial, the Legislative, and the Executive. Each does its own job. The Legislative branch makes law, sometimes at the request of the Executive Branch. The Executive Branch is supposed to enforce those laws, but has taken huge amounts of power away from the people. That is what the Tea Party is trying to make right. The Judicial Branch ensures that those laws meet the requirements of the US Constitution.
