Answer Broadly speaking, a relational database is one that can be accessed by any of the datum items within the database, or things RELATED to them.

For example, a telephone directory in the U.S. usually is accessed by the last name of the person or business looked for. However, it can also be accessed by the telephone number ( which used to be called a "reverse directory" ) or the address of the party. In Thailand, the telephone directory is alphabetized by the FIRST name of the party listed.

A fully relational database for a telephone directory would allow access by any of these plus others (e.g. siblings/partners/children/... of the party, etc. )
