The eightfold path is linked to samsara because if you do everything in the eightfold path you will get really good karma, which will help you in your next life
The Eightfold Path is not a set of laws like the ten commandments. No Buddhist is forced to comply with the suggested behaviors. It is however, beneficial fo a person to comply with the sugestions as this will lead to earlier enlightenment and escape from pain and the cycle of death and rebirth.
