A fishing boat ENGAGED in fishing must show two cones with their apexes together - so in short what looks like two triangles pointing to each other when seen from the side in the day light. So there is a good reason for those nets, its a legal requirement.
But, fishing boats should only display them when they are actually fishing as it gives them the right of way over others, and you'll find that in many cases they are permanently fixed so that's wrong. Secondly, they are meant to be vertical and most often they are not because it's an awkward angle to get them at.
As a complete aside, I imagine they are made of net rather than solid shapes as its easier for a fishing crew to make them from old nets than buy solid shapes, but I was in Scotland recently and saw a number of vessels with plastic 'laundry baskets' in that position as if it was the 'net' that mattered and not the shape - not sure what that was about!
