Practically every country in the world nowadays has a constitution. Even the countries with the most repressive regimes have one, usually one that cites freedoms and rights that would bring tears to your eyes.
Among the very few that don't have a written constitution are Great Britain, New Zealand and Israel. These countries do however have sets of laws and jurisdiction that protect the rights and feedoms of its citizens and set rules for the Government.

Europe is a continent consisting of many countries. They would have their own consitutions, so Europe has many constitutions. Within those countries, those constitutions would be regarded as being democratic. Different countries change their constitutions from time to time.
The Romans did not have a written constitutions. They only had written codes of law.

It would help to clarify WHAT COUNTRY you are talking about. Most countries have constitutions, and many of those constitutions have ammendments.
