It's illegal to have any primate as a pet. But yes, if it weren't illegal and if Monkeys weren't hard to find and expensive than it'd be safe. Most Humans are stronger than most monkeys out there, but they are also very hard to take care of. I wouldn't count on you getting a pet monkey, though.
