A national park (NP) is an area that has been designated by the U.S. Congress to be administered by the National Parks Service (NPS). In its enabling legislation, that agency was designated "to conserve the scenery and the natural and historic objects and the wild life therein and to provide for the enjoyment of the same in such manner and by such means as will leave them unimpaired for the enjoyment of future generations."
A conservation park or reserve can be administered as a private, local, county, or state entity; and its main purpose is preservation of nature instead of "enjoyment." There is no specific "national conservation park" or "national reserve."
A national Preseserve is similar to a national park in that both are administered by the NPS, but certain activities that would be forbidden in a NP -- hunting, trapping, oil exploration -- are permitted in a national preserve.
A national wildlife refuge is not adminstered by the NPS, but by the Fish & Wildlife Service. These federally managed sites are "for the conservation, management, and where appropriate, restoration of the fish, wildlife, and plant resources and their habitats within the United States for the benefit of present and future generations of Americans."
