This is a behavioral problem. Your toy poodle may be "teating" when he pulls her fur out. When you see your poodle do this, see if his paws are kneading the fur. If they are, he is teating and this is a behavioral thing that is carried on from his puppy hood. If he is still a puppy he should grow out of it, but you will need to firmly, yet kindly stop him from doing this. Another possibility is anxiety related. If something makes him nervous he may automatically start kneading your female poodle's fur. If none of this applies, then you need to stop him from doing this because it will upset your female poodle and cause him to develop a behavioral problem which may leave your female poodle showing aggression to him as well as hair loss. Yes, it most certainly is. We had a full size collie breed our miniature poodle once. The puppies were tiny and petite at birth, much like a poodle puppy. After a few weeks however they were massive! They were born small enough for the poodle mother to have a safe healthy litter yet quickly grew to their proper size. The same would go for a male Yorkie and a female Rottweiler. The puppies would have no reason to come out small. You might get a really ugly dog!
