There is a few disadvantages of legislature when coming to the limit of numbers of terms. Some of the disadvantages are the notion that in a democracy and people choosing their leaders without restrictions.
Without term limits, a U.S. Representative or Senator may continue to serve for as many terms as he/she continues to be the most popular choice among the voters of his/her constituency. To forbid the most popular choice from running due to the number of terms served is to make the voters settle for their second choice. Allowing a member of Congress to continue to serve should not be a problem as long as choosing the person who best represents the constituency and who has the best interest of the constituency at heart continues to be the motivation of a plurality of the voters and as long as elections continue to be uncorrupted.
There are a few disadvantages of the legislature. The two main things are not having the right to choose their leaders without restrictions and Critics cite the notion that in a democracy.
