Well, all fertilizers are chemical, as everything is made of 'chemicals', but I assume you mean synthetic fertilizers manufactured by chemical industry. Overuse of these does indeed cause problems. The reason is that, unlike most organic fertilizers, the plant growth enhancing compounds in synthetic fertilizers are in a free form and soluble in ground water. This means if there is too much for plants to absorb immediately, rain will wash the fertilizers away. They end up in streams and ponds and lakes, where the algae take them up and grow rapidly, forming a bloom over the surface. This prevents light from reaching other water plants which then die and rot, depleting the oxygen supply so the animal life dies too. This is called eutrophication. Another problem is that nitrates can get into the water supplies we use for drinking, which can be dangerous to humans, especially babies.

It depends on exactly how much the farmer used. If he used a lot over the right amount, then the crops will probably die. If its just a little, then they'll be okay.

Usually when you use too much fertilizer on plants, it may burn the plant you're trying to grow.

If too much fertilizer got in to water supply, the osmotic potential of this water will increase and the plant surrounded by such water will find it difficult to absorb water.
