I am a Florida transplant from PA. It is illegal to use any mechanical (like a gun) spears or gigs (long pole with hooks all over it) in any PA waters. I am sorry to say that you can use manual, hand thrown spears and gigs in PA waters to catch catfish, carp, and suckers. Fishing with a spear or gig may not have more than five barbed points and may not be used in approved trout waters. It is also not permitted in Lake Erie at different times of the year (usually starting in the beginning of September). The rules and regulations are in the book, which is usually given to you at the time you purchase a license. If you forgot to get one, any place that has licenses has the regulation book. The Fishing and Boat Commission of PA does not receive any federal grant money to function. They run on fees from licenses and taxes on some fishing items. I encourage everyone who fishes to get a license, besides, it is cheaper that the fine for fishing without one. It makes a great gift too!
