The special power the receiver of memory needs to have in "The Giver" is the ability to experience and hold on to memories from the past. This power allows them to understand the true depth of human emotion and experience, which others in their community are shielded from.
The Receiver in the community holds the memories of all the community (sad, happy...etc.). And the memories are from generations way before Jonas's. The Giver is the one who passes the memories to Jonas.

The Giver/Reciever of memory was very important in the community. He held all the thoughts and memories from our time like snow, rain, fire, ect. When there is an unusual situation that the elders cannot solve, the Giver is supposed to think about all his memories and come up with a solution. Like in the begining of the book. There was a plane going over the community and it wasn't supposed to be flying over it and no one knew what to do, so the Giver solved it by using memories from before on what to do.
Jonas needs courage to be the Receiver because the role exposes him to intense memories of pain, suffering, and despair from the past. He must bear the weight of these memories alone, without being able to share them with others. This can be emotionally challenging and requires immense strength to endure.

Other occupations were assigned based on the needs of the community, without taking individual strengths and qualities into consideration.
You first need to remove the fore arm and then the barrel needs to be removed from the receiver. The bolt will then come out the front of the receiver.
The Giver cannot accompany Jonas because he is too old and weak to make the journey. Additionally, the society needs him to stay behind and continue to hold the memories for the community.
