A Flap is a control surface that is used to kill the lift of a wing to allow the aircraft to descend. I've never heard the term "body Flap" but it must refer to a Flap or a "speed brake" that is located on the fuselage and is used to slow the aircraft. Military aircraft used speed brakes or Dive brakes to slow their speed when diving on a target to drop a bomb. Some aircraft with fuselage speed brakes is the A-1 Skyraider propellor aircraft of Viet Nam and I think the F-86 jet fighter.

You can put a tie strap through the spring on the governor making the tension stronger. Find the spring inside the rear engine flap, take a tie strap about half way in the spring so the spring will not extend out. It just makes the spring stiffer, but is the only thing I have seen to speed them up. Keep in mind the steering, suspension and brakes are not designed for speed.
It sounds like you are referring to what is called flap track fairings. There are usually several of them on the underside of each wing, and taper to a point at the back. These are covers for the flap tracks- the mechanical mechanism that allows the flaps to extend and retract. Without them the flap components would be exposed and create drag.
They reduce engine speed and extend 'flaps' which allows the wing to keep lift at lower speed.
