For every action there will be an equal and opposite reaction. Newton's third law of motion. As one pushes water with his hand (action) water pushes him forward (reaction) As he splashes water with his leg downward (action) then water pushes him up (reaction). Thus he avoids himself from drowing and is capable of moving forward easily.

The rare exception to this is a swimmer with very little body fat, and this is overcome by keeping the lungs inflated to a certain degree at all times.
