Each circuit has a specific fuse rating. You can generally get the owners manual online from the manufacturers website at no charge, the fuses are listed there.
it is located under the dash on the drivers side on a 1991-1992 i know for sure and there is also a fuse box under the hood on the drivers side close to the power steering pump

The fuse for the radio on a 1998 Hyundai is found in the cabin fuse box. The fuse is found in slot 13.
The 2000 Hyundai fuse for the windshield wipers can be found in the fuse box. The windshield wiper fuse will be in the second column, second from the top.

Very likely that it's just a horn fuse, check the fuse relay box under the hood located to the front and right.
5 Amps. If the current passing through the fuse exceeds 5 Amps is should "blow".
as it's not in front of me i can't pinpoint it for ya,i could have had my head in a fuse box of one of theses but don't remember???...but it will be somewhere under the the steering wheel,under a cover...if it blows soon after you replace it(it does matter about the amps of a fuse) you have bigger problems an need to get it looked at
