Ghouls are simply humans who have been exposed to an ungodly amount of radiation and haven't had the good fortune to die. Feral ghouls have been exposed to so much radiation that they lost all their sense of reason and will attack anything (except other ghouls).

∙ 12y agoA lot of gouls are spread randomly throughout the wasteland. There are some by Nipton at a launch site and there are some NCR gouls (soldiers irradiated from a nuclear bomb set off by legionaries) at camp searchlight.

right side of map in the mall. you need to take a subway route full of ghouls near super duper mart to get to Chevy chase area, then from the radio station, you have to get outside the back way and go through another subway full of ghouls to get to DC. its in this area

I havnt played fallout 3 in a while but im pretty sure its near the capitol building and the ghouls hide out if you still cant find it search for Fallout 3 flash map in a search bar The Museum of Technology is near the Capitol building. Be cautious before going in though as there are loads of super mutants.
