Both Chechnya and Dagestan suffered extreme privation due to the policies of the USSR. Ethnic cleansing and enforced starvation affected both countries.
I believe you are thinking of a Chechan which is a person from Chechnya, a (disputed) federal district of Russia. It is located in the Northern Caucasus mountains in the south western tip of Russia just north of the Republic of Dagestan which is the southernmost tip of Russia.
