They must also comply with any applicable state constitutional or other applicable legal provisions, which are not in conflict with the federal requirements.
In this connection, please note that in some states redistricting is not done by the state legislature, but by someone else, for example, an elected official, a group of elected officials, or a commission created for the purpose of redistricting.
