Bishops that are head of an Archdiocese are known as Archbishops, Bishops that have been chosen as electors of the new Pope are Cardinals, but they all remain bishops.
Nobody owned the Eastern Orthodox Church (which originally was called the Greek or Eastern Church). The highest authorities of the church were the four patriarchs: the patriarchs of Alexandria, Antioch, Jerusalem and Constantinople. From the reign of Justinian the Great on, the Byzantine Emperors were like supreme authorities of the church, exercising a strong control over the ecclesiastical hierarchy, protecting the church, presiding over its ecumenical councils and appointing the Patriarchs. However, they did not own the church.
There are different kinds of General authorities. The head of the Church on the Earth is called a prophet. Our current prophet is Thomas S. Monson. Him and his two counselors are called the First Presidency. His counselors are Henry B. Eyering and Dieter F. Uchtdorf. The prophet holds all the keys to the priesthood. If the prophet dies, the Quorum of the 12 Apostles has the ability to act as prophet- each of the 12 Apostles holds a key to the Priesthood. There is also a Quorum of the 70. Local authorities are authorities that deal primarily with your area. Among these are Stake Presidents, Bishops, High Priests, and many others.
