The computer will power on, but it will not load windows. You will most likely get a black screen stating that the operating system disk can not be found. I would recommend unplugging the computer, plugging the power back into the hard drive and then re-plugging in the computer to get it to work properly.
You can't, you need a source of electricity in which most forms today are classified as batteries.
Because in laymens terms, the regulator provides clean even distributed power throught everything that is plugged into it. You never want to plug into the source with any kind of tech. For the simple reason of power spikes failures and "dirty power" that can harm your tech in anyway. Ive tried my wall plug and ive tried plugging it into my computer and rebooting the computer... all that comes up is the charging lightning bolt it doesnt charge. when i unplug it it has the connect to power source symbol... HELP!

A power strip normally has a built in breaker, so this is not a bad idea. Keep in mind though, you won't want to take the chance of tripping the breaker if you have a computer plugged into the strip. In this case, plugging directly in the wall would be recommended.
It seems as though you are nut plugging in your iPod Touch properly. An iPod Touch will not lose battery power while plugged in. Either that or you are plugging it in with a faulty cable.
