Fuse locations for Volvo's are different on different models. Your fuse could be located anywhere from the engine compartment all the way back to the luggage compartment. The must common place however is the fuse box inside the dash board.
Under the back cargo compartment.
In the spare tire compartment.
Passenger compartment, component 2
The fuse box is not in the engine compartment. Check below the radio, behind the garbage container.
The fuse box can be found in the engine compartment. The fuse box is located on the drivers side of the engine compartment.

you can find it in your luggage box between front seats.simply open it and in front side there will be a cap with OBDII letters on it.
P1651 is the same as Volvo code 981A, engine control module internal fault / faulty signal.
