They are mileage markers. They allow road crews and law enforcement personnel to locate you. Often they will ask for a mile marker when you call in so that they can find you.

In some places they have .1 markers that allow you to check to see if your speedometer is correct. when you see a sign, look at your mileage counter. Your mileage counter should flip to the #2 by the time you see the next sign along the road, if it doesn't match-up then your speedometer is off, which could get you a ticket!
