If someone is planning a march they will have to secure a parade permit. The police are usually there to ensure your safety from cars, people with differing points of view, flying bricks; they aren't there to keep the marchers in line. If someone breaks the law in their presence, they will act, but they are merely just security for the event. In the case of people striking, if it is orderly and doesn't interfere with other people or traffic, they, again, are just there for public safety.
