depends entirely on the breed of the horse and ability of the person. If it is a stocky cob then a 5ft 4 person could rided it when it is 13hh up to about 15.2hh, as there could be some control issues. If it is a thinnly built horse then from about 14.2hh -any height you want. but really you have to be able to handle it on the ground

In the united states, there is no minimum or maximum impost for a race horse to carry. The handicapper will assign various weights in an attempt to make the race as equal as possible for all horses in the race. The highest impost I personally have heard of is 138 pounds.
There is no horse breed with a maximum height of 46 inches (11. hands 2 inches)but there are sections of breeds that have minimum and maximum heights. The Welsh breed is a good example. As stated there is no height limit for 46 inches. But several breed associations do impose height limits. Such as the American Miniature horse Registry. Mini's must not be over 38 inches to be registered. Shetland pony's are another, they have a max height limit of 42 inches (10.2 hands).
