The space probe Voyager 2 passed close to Neptune in 1989 for purposes of observation. It also passed by its moons Nereid and Triton.

Outside of the basic purposes of the mission, Armstrong did not make any significant discoveries while on the moon.
There are many discoveries in physics that can be used as examples. The best would be the WMAP mission which discovered that the cosmic microwave background radiation fit the theoretical model almost perfectly.
At the present time (2011), there is no program underway to develop a manned mission to Neptune, there is no research being done to advance the technology that it would require, there is no planning being done for such a mission, there is no funding for any research or planning with that purpose, there is no money in the US space program's budget for any activity aimed toward planning or developing such a mission, and at the moment, the US no longer has any ability to launch people into space. So at the present rate, it's liable to be a while.

The mission name was Neptune Spear. I've often wondered if this was a veiled reference to the trident that appears in the SEAL emblem (aka The Budweiser).
