It is not up to the government to make people "happy." What makes you happy may not make me happy. Each person has the right to find his or her own happiness and the guarantee of civil rights offers that chance. What the governmental purpose is to see to the protection and the common good of the people. We have forgotten about the common good and gone to the selfish good. Washington wrote, " human rights can only be assured among virtuous people." Our founding fathers knew democracy wouldn't be easy, but with the participation of the people and the government working for the common good that happiness of the people can be achieved with virtue. In using the word "virtues " they meant honesty, truth, and civil society working as one.
