Bethesda Softworks. They also have made The Elder Scrolls series and are licesend to make as many fallout games as they want because they bought the series.
The possibility is very low. Bethesda has made a few online games, but The Elder Scrolls Franchise is not included. Elder Scrolls is an Open-World RPG series and adding a multiplayer game would just ruin the whole tradition. Many fans would be upset, however, there's bound to be a couple supporters.
There are many rumors of Bethesda starting the work on Elder's Scrolls 5 but no official conformation yet More than likely; bethesda has made so much money off of their Elder Scrolls series and Fallout that there's no way their gonna stop making em. In fact i think Oblivion is in the top 10 RPG's of all time.
