Upgrade it using an Ability Unit to get the Oathkeeper. I recommend you fill the other nodes on your new gear by finding the Sight Units. On mission mode, equip Riku with Pandora's gear+ and he will wield Oblivion. Equip the Zero Gear with 3 Ability Units and you will get Hooded Roxas with Oathkeeper and Oblivion.
