The patch files that look like this:
WoW-*-to-*-enUS-downloader.exe
and
WoW-*-to-*-enUS-patch.exe
are safe to delete. Once the patches are applied there is not really any reason to keep them around, they just take up space.
However, make sure your WoW is running smoothly before you delete them because if you have to reinstall or repair, you might have to do a bunch of downloading, and some of those patches can me huge.
