The brain and spinal cord are both encased in a protective layer called the meninges. The consist of three layers, the dura mater on the outside, the arachnoid mater in the middle, and the pia mater on the inside closest to the brain and spinal cord.

I prefer to think of the spinal cord as the brain with a different name because it essentially is the same tissue with the same function, only its location is different.

There are a couple of ways to define "organ" as asked here. The organs of sight, hearing, smell and taste are nearby. Some of the skin, the largest organ of sense, covers the head where the brain is. The organs of speech are also nearby (in the throat).
