Positive - Religion teachings focus more on moral teachings as opposed to schools. This means that religion has more impact on ethical development more than formal education can. And since religion is, more often than not, forced on children, these children have a better chance to learn the difference between good and right at a young age.
Negative - Religion, despite what their leaders want you to believe, is still created by men. This means that if a religion is created by immoral men or taught by immoral men then the morals/ethics they teach will be self-serving (to the leaders/preachers) which will equate to stunted ethical development for their followers.

I believe this question is subjective since it depends on the current perspective of the person being asked. In my opinion, religion per se is never negative since it started with an aim to enlighten humankind and not to add a burden. However, due to current events many would say religion has many negative effect, but the positive reason of establishing religion has been obscured by what are happening. Therefore, religion is more positive than being a negative.
