What are the positive and negative points of RA 9344?

One of the positive things about R.A. 9344, also called the Juvenile Justice and Welfare Act of 2006, is that it protects the rights of children. It keeps young people from being put in jail for long periods of time with adult criminals. The negative part is that it encourages criminal gangs to recruit young people, knowing that instead of going to jail, the kids that work for them and commit crimes will be released to a social worker instead of going to jail. This Act applies to children in the Philippines.
