Whereas say a very poor country that is basically crushed economically, no jobs, no great facilities would rather see the population decrease to meet with the demands. That's why you have this situation where many poor country people are moving to western countries for opportunities. Especially in Europe where countries like UK cannot cope with the increase in population. Look at Japan and China where they limit family size to help their situation with housing and the economy.*
