To my mind, Social Work is the better degree. You can still study psychology within the degree anyway, but social work in general covers a much larger field of study, thereby increasing your oppurtunities to branch out if you find something else you're interested in. I entered social work because I was interested in working in writing social policy, however I then discovered that I want to work with people with brain injuries - so I'm doing psych focusing on neuroscience. Also, Social work has much, much more interesting people in it. The friends you make in your social work degree will be one of kind. And because of their higher levels of empathy, they will be your friends for life!! =P Good luck choosing your degree!
