A representative must be:
a) A natural-born citizen of the Philippines
b.) At least 35 years of age on the day of the election
c) able to read and write
d.) except for a party-list representative, a registered voter in the district in which he shall be elected; and
e.) a resident hereof for a period of not less that I year preceding the day of the election.

Members of the Congress of the Philippines must be natural-born citizens, at least 25 years old for the House of Representatives and 35 years old for the Senate, registered voters, and able to read and write. They must also be residents of the Philippines for a certain period prior to the elections. Additionally, they should not have been convicted of a crime involving moral turpitude.
40 yrs old have to be 6 yrs of citizen ship!!
Article I, Section 2 of the Constitution sets three qualifications for representatives.
The Speaker does not have to meet any qualifications other than those to be elected as a member of the House of Representatives. He is selected by the House and is usually one of the most senior members of the majority party.
The qualifications to be a member of the House are: - be 25 years old - have been a citizen of the US for the past 7 years - has been an inhabitant of the state they want to represent
To be elected for the house of representatives you have to be at least 25 years of age, be a United States citizen for the last seven years and be (at the time of the election) an inhabitant of the state they represent.
