What is the most rare year for silver quarters?

Do you mean rarest in terms of the number of coins issued, or in terms of values? Quarters have been issued for over 200 years and there are some enormously valuable specimens, including overdates and early proofs. You can scan a list of prices by looking at http://www.numismedia.com/fmv/prices/bstqtr/pricesgd.shtml and http://www.numismedia.com/fmv/prices/setqtr/pricesgd.shtml, for example. Out of the 1999-2013 us state quarters what is the rarest quarter?

State quarters were minted from 1999 through 2008, with D.C. and Territories in 2009. The lowest mintage state quarter is the 2008-Denver Oklahoma with 194.6 million. The lowest mintage territory quarter is the 2009-Philadelphia Northern Mariana Islands at only 35.2 million. Two reasons why numbers were so low in 2009 is that there were six designs to produce instead of five, and with the start of the Great Recession, demand for new coins was reduced. 2010 saw the start of the new "America the Beautiful" series of quarters, which feature National Parks or monuments, and will continue through 2021.
