Shetland ponies have a triple layer coat and can (and do) survive in harsh weather un-rugged just using whatever natural shelter they can find. However us human's tend to feel guilty for animals outside in winter so either rug or stable them. So yes they can live in a field unrugged with a field shelter/natural shelter. If you buy a rug, unless you are clipping your shetland don't buy a heavyweight as they tend to get too hot, a lightweight breathable one is enough to keep the rain off them and retain their body heat.
