One was to "beat the French" (and later perhaps the Russians) but the main reason was that after the US War of Independence, Britain needed somewhere to send its convicts, the gaols in UK were overflowing, with social changes at that time many people were going hungry and it was a "transportable" offence to steal a loaf of bread.
