Depending on the amount of rust you can bondo the holes. You will ned to cut the rusted parts. If the area is large then fiberglass will make a better and more durable repair than bondo.

You can't really repair the plastic on a car you have to replace the part. If you were to try and repair it you could use bondo but it wouldn't look as nice.
Auto Zone has a bumper epoxy/screen repair for holes & gouges for $7, I think it was made by Bondo.
There are many materials in auto repair shops becides bondo, to include but not limited to. Primer, paint thiner, lacquer thinner, paint, filler, polishes and waxes. In most repair shops you will also find sheet metal.U will also find paints and paint guns,as well as dent pullers.
What I do is, rivet sheet metal behind crack. Fiberglass patch and resin. Then Bondo.
Bondo will not explode, but it will burn nicely. Any epoxy type product will burn. You should try J.B Weld if you are trying to repair a grill.
