Galadriel, Elrond and Gandalf carried/wore the three elven rings. There really was no discussion on what the powers of the rings was. Gandalf had the fire ring, Narya, Galadriel wore Nenya the ring of water and Elrond wore Vilya, the ring of air. They put them away, never to be misused. If you remember in the book though, Galadriel was affected by the temptation of the one ring but she resisted it.

Magic is slowly fading from the world, and the time of the elves is drawing to a close, the elven rings stave this off as long as they exist. That is why when Sauron was defeated, all the rings lost their power, and the elves departed as the age of man began.
The Dark Lord Sauron made the original rings given to the men and dwarves. He never made or controlled the Elven rings.

Celebrimbor, the son of Curufin and the grandson of Fëanor. He was the lord of Eregion and founder of the Gwaith-i-Mírdain, a renowned guild of elven jewel-smiths. With the help of Sauron in the guise of Annatar, Celebrimbor and the Gwaith-i-Mírdain forged the Nine and the Seven rings of power. Celebrimbor secretly made the Three Rings by himself, and they were his greatest work. He died after great torture at the hands of Sauron around the middle of the Second Age.
19 of the rings were made in the elven realm of Eregion. The master ring however was forged at Mount Doom in Mordor.
