Who made the ring?

Celebrimbor, the son of Curufin and the grandson of Fëanor. He was the lord of Eregion and founder of the Gwaith-i-Mírdain, a renowned guild of elven jewel-smiths.

With the help of Sauron in the guise of Annatar, Celebrimbor and the Gwaith-i-Mírdain forged the Nine and the Seven rings of power. Celebrimbor secretly made the Three Rings by himself, and they were his greatest work. He died after great torture at the hands of Sauron around the middle of the Second Age.

The elven smith Celebrimbor made 19 of the 20 rings of power, using the knowledge that Sauron (in the guise of 'Annatar') bestowed on the elves. Under Sauron's guidance and instruction, he forged the 16 lesser rings; 7 of which would eventually end up in the hands of dwarves, 9 in the hands of men. However he also forged three rings in secret, Nenya, Narya and Vilya.

Meanwhile Sauron forged the master ring, the One Ring, to which the others were linked. Since Sauron never touched the three elven rings, they were free from his corruptive taint, but because they were made using his instructions, were still bound to it.
