They are constantly ordering merchandise and checking onhands to make sure the stores inventory of said merchandise is accurate so it can replenish itself automatically.. They are in charge of actually 5 departments and not just one said department... As currently allocated Walmart grocery department managers run departments 1(Candy&Tobacco),82(checkouts),92(Core dry grocery),95(vendor ran items such as chips and juice/soda)and 96(liqour). Grocery department managers are constantly communicating with vendors such as coke and pepsi to order and place merchandise on the sales floor... They are in control of setting and maintaining modulars which are essentially the models of which the shelves and pegs are structured throughout the department.. They are responsible for the hiring of associates and also responsible for giving direction to associates to better help the manager accomplish all necessary tasks.. They are also responsible for all price changes throughout the department and putting up all seasonal candy such as Halloween, Easter and valenties.. The grocery department is by far the largest department in any Wal mart store and the responsibilities given to grocery department managers is far more than any one human being should be forced to partake upon by themselves.

Maybe none as such BUT,

He/She would need a good knowledge of English if the position is in the UK.

Need a knowledge of computer work and able to read a broadsheet.

Need a handy knowledge of maths.

Need to know how to interview and recruit staff.

Need to handle and discipline staff as required.

Need to know employment law as it applies to the business.

Need to know how to dismiss staff and/or make redundant.

Need a good knowledge of retail marketing including display.

Need to control product turnaround and avoid waste.

Need to detect and eliminate pilfering.

Need to know stock control and delivery.

Need to check for fire hazards and safety for customers and staff.

Actually, this is just the tip of the iceberg but it is important to distinguish between, say, a supermarket manager and a corner shop manager. It is also necessary to decide what is meant by "education" is it the three Rs or does it include Business Studies?
